There are different rules for different competitions as has been explained above.
The Football League have a rule in place apparently, the Cup competitions don't.
I also understand there is talk going on to have no League One and League Two games in the future during International breaks. There are more and more Clubs losing players to various countries during these periods (I believe Notts County v Wycombe is also off) and it is becoming a bigger issue.

Won't effect us we will be in the vanarama.

I would give us half a chance if we change manager. We have won 1 in 16 we will be lucky to win 2 in the remaining games with that form. We need to win about 12 of those games to stand any chance.
