Absolutely have to agree... not the worst penalty in the world but the keeper almost takes two steps by the time the ball gets to him

I'd guess that 90% of penalties have some sort of encroachment. Keeper off the line, player in the box etc. I've never understood why refs don't do something about it.

It depends on what happens with the penalty.
If the penalty is scored then it normally doesn't matter.
With encroachment it is normally both teams doing it so it's hard to have it retaken.

But it also doesn't help that most officials just seem to be incapable of the basics.
The levels of dissent and time wasting that go unpunished is ridiculous.
There was a game recently where a defender got right in the linesmans face, but wasn't even really spoken to.
How will it get stopped if the officials won't use the punishments available to them?
