Question about loans

Listening to John's recent interview, here... https://www.youtube.com/watch?v=aUcQlfzT1oE

He states because of our situation, we're not allowed to loan a player, even if it were a free loan.

I'm not the best at knowing off-field rules sometimes, but if we're under a transfer embargo or something, can someone enlighten me to why?

I know Bolton and possibly was it Notts Forest(?) got one but that was for something along the lines of not submitting their accounts or some kind of paperwork correctly to the EFL. I just somehow would be surprised if we have done something like that?

There's no loans outside the transfer window anymore. Saw somewhere that FIFA introduced this not so long ago.

But how did Kevin Lokko join Dover from Stevenage on loan only four days ago?

Conference clubs can loan players still. We have no transfer window.
